the political leaders are so keen to become ministers because:
- The political leaders want to fulfill the promises made before the elections so that in the next election they again get the support of the people.
- After becoming the minister, they can get additional constitutional powers which they do not get after becoming MLA or MP.
- After becoming the minister, they can fulfill the wishes of their friends and family. They can take indirect advantage of their position.
- Cabinet Ministers are in charge of the major ministries and are usually top-level leaders of the ruling party. The cabinet is thus the inner ring of the Council of Ministers. It comprises about 25 ministers.
- Independent Ministers of State: These ministers are usually in charge of smaller Ministries. They can participate in the Cabinet meetings only when specially invited.
- Ministers of State: These ministers are attached to and required to assist Cabinet Ministers.
