On one hand If the Prime Minister feels free to do whatever he wants, there is a possibility that he might develop dictatorial tendencies. and on the other hand, if he consults other leaders and parties, it would hamper his work. Thus, the Prime Minister should have the freedom to make the decision independently as we by consulting other leaders and parties.
