(A) Given rational numbers are $\frac{2}{3}$ and $\frac{4}{6}$:

2 x 6 = 12 and 3 x 4 = 12.
Since 12 = 12, they are equal.

(B) Given rational numbers are $\frac{5}{4}$ and $\frac{10}{8}$:

$$5 \times 8 = 40 \text{ and } 4 \times 10 = 40.$$

Since, $40 = 40$, they are equal.

(C) Given rational numbers are $\frac{-3}{5}$ and $\frac{-6}{10}$:

$$(-3)(10) = -30 \text{ and } 5(-6) = -30. \text{ Equal.}$$

(D) Given rational numbers are $\frac{9}{3}$ and 3:

$$9 \times 1 = 9 \text{ and } 3 \times 3 = 9. \text{ Equal.}$$
